An American doomsday prepper site recommended that survivors carry an outdoor tap key as building regulations for the last thirty years require an outdoor tap be fitted.

Is this true of UK regulations also, and what kind of outdoor tap is it please?

There are no regulations in the U.K. regarding security of outside taps, they are generally just a fixed T handle.

There is not requirement to provide an outside tap.
