Urgent Problem with wall - please help!

I've got a 1950 semi I renovating, my bay window's 'internal' wall had some loose bricks which I removed to reseat, once they'd been removed I noticed the course below was also loose (and so on) until I got the floor level and the DPC. Whilst taking down the bricks I found that the wall ties in that section were badly corroded (I think possiblt the cause of the loose bricks.)

I've reached the DPC membrane which is below the level of the internal concrete floor, the membrane has some cracks in it and is very brittle - [b]should I get somemore membrane and lay ontop of the broken one?[/b]

[b]When I replace the wall ties should I put a sheet of cavity bats (I think thats what they called) in the section (it wont fill the cavity, the sheet is 25mm and the cavity is about 50mm) to help prevent condensation on that section - judging by the plaster which was there it is something it has suffered from?[/b]
