ventilation in bathrooms

Hi

What does the building regs say about ventilation in a bathroom. I've heard that if you have an opening window, there isn't any requirement for an electric fan.

A bathroom and/or shower room require a fan with an extract rate of 15l/s but no overrun facility if there is a window.
