Is it possible to wallpaper on top of lining paper that has been painted with emulsion paint, the lining paper has been hung vertically.
Any suggestions will be greatfully received.

Hi merlin, you should be able to paper over that easily. The only problem you may have is if you get the joins of the lining paper and the top paper lining up which may cause them to lift. Try to hang the first peice of paper over the middle of the lining paper then they will not meet. Good luck. Shed.
