Fix it!

What is the waste pipe for ?

If it's from a joint, is it solvent weld or push-fit ?
Solvent weld - try applying solvent weld to the joint.
Pushfit - pull apart, check rubber o ring and replace if necessary.

Or is it the overflow from one of the tanks in the loft (assuming you have tanks in your loft)?

If it is - fix it as HE says.

In this case either the ballvalve is incorrectly adjusted and is overfilling OR it needs a new washer / HP cone.

Cheers
