Water pressure but water comany say it's 4 bar?

I have had a drop in pressure at my kitchen sink (mains). Water company have been out and say the pressure coming into property is 4 bar. At the outside tap it is 0.8bar. I have replaced stopcock. With the stopcock closed there is no evidence of a leak between the meter and the stopcock. If I turn the mains off, I have got warm water coming out of the outside tap slowly. I assume that a mixer tap is letting by ( probably the kitchen) will this cause the drop in pressure? Any other suggestions?

Hi adrianwebb1974,
Question for you:
where did the water company check your pressure?
Is the 0.8 bar reading at your outside tap with nothing running in your house?
Are you on a water meter? If yes and you turn off your mains stopcock ( in the house) does the meter continue to go round.
With no water demand in your home use a rod placed on the mains in and hold the other end to your ear. Can you hear water running?
