What to do to solve damp plaster on wall?

Hi,
Do you think this is a serious problem, it looks like the plaster is peeling off...should i just pull it all off and replaster it?

Hi cupoftea,
Looks like you have water penetration under the window, until you’ve corrected this problem there is little point in replastering.
