hi i need some help do u need planning permisson for a small wind turbine blades are about 1 meter long and 3 of them and will be about 12 foot in hight

There are clearly defined rules concerning things like antenna on buildings eg size, location, visibility and height. You should make a dimensioned sketch and go to your local planning office for advice.
You must get a ruling in writing so you may have to submit details.
