wiring a new ceiling light

hi i'm putting up a new ceiling light and have 2 red[live] cables joined together 2 black seperate 1 earth 1 black is flagged, i have wired the flagged black with the 2 joined reds the light are working but they won't switch off,there is a double switch on the wall controlling 2 lights , in the new light there is a 4 wire block any helpers please

I think you have put the 'flagged black' IE taped?,in with the reds when it should go to the brown/live connection in the light , the other black going to the blue/neutral , the two reds staying together in a spare terminal not connecting to your fitting at all, hopefully you have 2 earths one from each cable possibly sharing a length of sleeving (green/yellow)
You say there is a 4 way block in light ,one may be the spare loop in connector i mentioned,have you looked at this forums 'project list?' it shows this in technicolour!
