Air lock in the cold water system.

Hi all you experts!

My water flow to the cold taps on the first floor (there are only two floors) has stopped completely. Downstairs water is fine - full pressure and all that - and the hot water to the first floor seems fine, too. I have tried to flush the water out by fixing the outside water tap up to the baths cold water tap with a hose and flushing what we were told was an air lock out. I have done this twice but both times the cold water supply has stopped after either a few weeks or, as with the last time, only after a few hours.

So I'm asking these questions of you all;

1) Is it an air lock I am dealing with?
2) Am I doing the right thing?
3) If I AM doing the right thing am I doing it for long enough?

Any help or advice would be greatly appreciated!

if its an airlock, that'll probably sort it but dont do it for too long or the storage tank will overflow
