Raising damp?

Hello,

I have to relocate for work abroad and trying to arrange viewings of properties in a foreign country with a language barrier.

There appears to be some peeling paint on the base of the wall with potentially salt/lifting grout between the tiles.
Is this raising damp?

The listing describes the property as structurally sound but neglected for some years.

Hi sam1234,
Almost certainly rising damp which may have been worsened due to the rendering which has been applied outside.
