concrete on top of hard core then loose stones

I am creating a patio area with loose cotswold chippings on top of thin concrete with drainage on top of hard core on top of earth.

I intend to mix concrete via cement and 20 mm ballast and no sand simply to make sufficient hard bse to lay loose stone.

is cement and ballast suitable enough or do i need to add sand to help every thing bond ?

Sand required, concrete has no chance and no strength without it,.See the mixing concrete project on the website. Also you say "Thin Concrete" Concrete will not stay in one piece unless a minimum of 75mm is laid.
