FLOOR JOIST

I have to drill a new vertical hole through a floor joist to accommodate a 15mm central heating pipe. The new hole is very close to an existing one and therefore would significantly reduce the joists strength in this region. Is there a metal strap commercially available to strengthen this region or can anyone suggest a solution?

I should have added that the joist is at the perimeter edge of a ground floor room, it almost touches the wall on one side, and the pipe is for a new radiator. Rubble is 600mm/24" below the flooring.
