We use spray guns for stripping,,sooo much quicker and cleaner. You can buy a fence sprayer and use that or as mentioned above a spray bottle. There is no such product,nothing paintable will level walls.
We skim with easifill ,2 coats,light sand between coats then hang a 1000 grade lining paper on,never had any problems.

If your walls are really bad then re-plastering is the only option.

Buy some Zinsser B-I-N primer\sealer from b&q and seal all the walls and ceiling,you can then apply any coating you wish.

Use zinsser B-I-N it's shellac based,unbeatable for what you intend doing.
Apply 2 coats to be sure of a good seal and leave for 5-7 days for best results,after that time,you can apply and water based or oil based coatings.
