hi, the drain off cock above the stop cock has started dripping. is it just the case of re-newing the rubber washer or replacing the cock?

if i want to isolate the hot supply from the hot water tank to the taps, which service valve is the best one to turn off?
i`am trying d.i.y as you can see iam not very bright.
