thanks for your response, but just to be clear, do you mean the wiring needs to be touching plasterboard (or similar) on one side? i.e. as long as the wiring isn't running through the insulation?
I sealed our tiles with a crackle-glaze. It now repels water etc and is easily cleaned. You may not need a crackle glaze (depends on your tiles), but i'm sure there will be other types of glaze to use.

Sorry if this is way too late to help, but it sounds like the tiles needed a crackle glaze first. You can apply the glaze before any wet cuts are made and then again before the tiles are grouted and then once more for luck once the grout has dried. This will stop the problem.
Sounds like its personal preference, but in the past I have opted to paint the skirting boards first and then touch up anu scuffs etc once the carpet has been fitted... this way you will find it easier to get a clean line between the carpet and the bottom of the skirting board. It's most likely that its just old plaster... and will need patching or the full wall skimming if you think its loose in other areas.
