radiators on even though rad. thermostat on zero

we have been leaving on our heating 24 hrs a day with all the radiators on a very low setting. The one in the bathroom is on high all the time even when I set its rad. thermostsat to zero.

How can I solve this and will I be using loads of oil if this radiator is on full 24 hours a day :?:
