I had this once when the inlet pipe was gravity fed (not mains) and there was a flow reducing fitting inside the float valve, thus not enough pressure to fill the cistern very quickly. I removed the flow reducer and it worked ok.
My mates washing machine has been dripping for 2 years causing the chipboard floor to expand throughout kitchen / living room. The whole floor needs replacing. When you say small water tank do you mean the f and e tank? The smaller of the two in the roof?? And is the water coming out of the overflow pipe outside?
