In my opinion, no. Never heard of PVA added like that before. Personally id be concerned if PVA was applied to newly plastered walls. Best to start with a mist coat then a very light sand then a second mist coat.

Just fill the holes with filler and and when dry. If the walls soft and flaky sounds like the whole wall could do with a look at. If its in a bathroom has it been subject to a lot of moisture like shower or steam from a bath? Hope this helps

I personally stay clean of the flexy waste pipes as over time they can collect muck inside and block up, which is the last thing you want on your shower tray which will have limited acess after installation. If you want to connect 32mil pipe to 40 mil pipe then you can buy reducers from any DIY shed...

IMO definaley tile first and skirting last. It will hide any rough tile edges which hit the wall and give a much neater overall finish. Thanks.
