Exterior Painting and Time of the Year (humidity etc.)

Could someone please advise what is the earliest month - and even the best month - that exterior paintwork should be applied (in greater London)? It obviously varies from year to year but I know that humidity is a big factor in getting the paint to adhere and dry successfully. Thanks for any help. C...
