If you go over it with 2 coats of acrylic primer undercoat it'll make your life a lot easier when putting the top coats on-emulsion wouldn't be very good as it offers no protection and is really designed for internal plaster work-an acrylic eggshell or satin would be your best bet.

For any flat faces use a mini foam or rag roller to get the paint on, then lay it off with a decent synthetic brush (3" good for this) this smooths it out but gets enough on quickly for it not to drag.
For walls and ceiling try using a thinner pile roller, less knapp means less tangerine peel!

Yes the BIN should be able to handle that-you're best getting it on quick with a foam mini roller and brushing edges, make sure you're nippy with it though as it dries super quick and will drag easily! Dulux diamond eggshell (2 coats) is very good-you can super tough it by applying a water based Matt/satin varnish over the top.

Ooh nice! I'd recommend going over the whole lot with an all purpose primer (Zinsser Bullseye 1-2-3) over the whole lot. Hi mate-try rollering on some Zinsser bullseye 1-2-3 primer over it, sticks to anything and will provide a solid base for another coat of Matt.

Give it a really good rub down to flatten filler, this will take most of the gloss of and you may have to stick a little primer on it before glossing, but will look super afterwards.

Hi John-I'd go with putting a piece of baton slightly longer than the hole is wide above it, screwing either side of the hole and filling holes with 2-part filler or screwing a cut of into the baton in the hole and filling around that-will completely dissappear with a good lick of paint.

I decorated a place that had this problem and went through a load of substrate app,ication options and had very short term results-in the end a roofer went up and fou d there was no tray in the chimney and the pointing was very poor-might be worth a look as they fixed it (big job mind!)

Looks a little like a shellac varnish maybe if meths is breaking it down-I'd be very tempted to give it a heavy mechanical sand, then sugar soap and rinse and maybe use Zinnser cover stain over the whole lot-The BIN they make is really really good for this sort of stuff but very very smelly poisonou...

Absolutely do a mist coat-the drier the plaster the more it'll suck up the water in the paint-I'd use a contract emulsion (armstead etc cheap but not rubbish) 20-25% Dilute otherwise you'll get a flaky, badly adhered, really annoying surface to paint over. Honestly it's really really frustrating pic...
