Filling a hole so that it is drillable again

I took down a blind pole and removed the fixings from the wall. I don't want to fill the holes with just polyfiller as I want them to be drillable again, in case either I or anyone else wants to drill in to them in the future, and put a pole there. Obviously it's an external wall. What do I use?

Hi I'm fairly new to decorating but just about getting the hang of freehand cutting in. The only thing I really struggle with is getting the really tight little 1cm or so bit in the corners of walls and ceilings. Sanded Down to far and hit Plasterboard now how to Make Paintable?

I have sanded down to what I believe is called the drywall paper - it looks like cardboard and has a fuzzy appearance now. How do I make it a paint-able surface? Can I simply apply filler over the top?

Thank you for your response. I'm not sure if I used the correct terminology. It's the recessed bit of wall to the side and top of the windows that I'm enquiring about. I will gloss the cill after painting the walls.
