By your description, you have a wall thickness of 300mm plus plaster thickness, If this is a modern house then that would be the case, but I suspect it is not. I think carlite bonding has been used as a base coat and then thistle multi finish as the top coat. You never plaster down to the floor, as plaster can suck up moisture like a sponge. Its difficult to see in the picture, The second picture you posted was what is called a box sash window, the window slide vertically using cast iron counterweights.

Before you do anything call a structural engineer for advice, I would not attempt this myself without consultation.

You can use a club hammer and bolster to remove the render, or hire a jack hammer,
As for the roof, if the timbers are ok and you don't want to remove the stone tiles, then sprayfoam is the only way that I can think of to make it watertight

yes a 10mm gap is required for expansion, a timber bead tacked to the skirting will keep the floor down

I think he means 4 pins at 300mm apart 75mm from the top of the concrete and 75mm from the base of the concrete
