it appears the problem lies in the body of the valve
the rear of the float arm pushes against a small pin/piston which pushes on to a diaphram / rubber seal i would say this as perished and is allowing water to seep in to the cistern i feel you need to replace the the inlet arm ,you can replace the diaphram , but if its old you may as replace the inlet valve and float and bring it upto date
