I've got exactly the same problem. Water collecting on the black felting beneath the roof tiles. It's on only one side of my roof (the one that doesn't get the sun) and dripping down into my boarded loft. I've only just moved in but my neighbour (other side of the semi) has the same problem and tells me that it's never happened before.
I think it might be a condensation problem since it's right across the whole side of the roof and not obviously in one specific place. We have had a lot of cold weather recently. I've noticed that the cold side of the roof doesn't have any vents.
I've spoken to a few roofing guys (without them seeing the roof). One suggested replacing the felt with a new (breathable?) material. The house is only 10 years old so I'm a bit suspicious of this. Another one suggested new roof vents. I'm going to pull the insulation a bit back from the eaves since it seems to be covering some of the ventilation there (although not a lot).
Would anyone kindly give me some advice? :) Is new roofing felt the answer, or more tile vents?
