Good idea to deal with the condensation first. Addressing the effect is a continual job whereas addressing the cause need only be done once. Take a look at the condensation project on this website and introduce some ventilation to the area

See the project on the website called blocking water stains. Its dead easy to remedy. The beams can be treated with a dark oil based undercoat which should stop the stains coming through if you want to paint them.

Dodgy builder really John. The building regs are there to protect you and your property. If you have added a building to an outside wall that wall has now become an inside wall. If any water gets into the cavity, as it regularly does, there is a danger (because it can no longer soak through the wall...
