By parquet do you mean laminate flooring? If so i would say no adhesive wouldnt take a good hold to it. Dont think its a decorator you need to speak to bud, If there is water getting it you need to find where 1st doubt it has anything to do with the exterior paint, Do you have building insurance? Just remember it wont be the glue thats holding the sheets on more like the paste. If the walls are already gyproc then try find the old studs and fix them to that.

A big scraper. Be prepared for a lot of mess tho and possibly a lot of plater work fixing what it may take with it. I personally would leave them up.

To solve the cracking i would line the walls give you a new surface and fresh one to paint on.

Just scrape the loose paint off and fill the edge with some filler, rub down when dry and repaint.

As for the artex get it checked for asbestos.
