I would like to fit an LED panel which is designed for a ceiling, into a plasterboard wall. Grout And Cement Residue On Enamel Bath

My bath has clearly been used, when the bathroom was being refurbed, as a place to hold grout or mix some sort of concrete. The result is a rough discoloured surface.

I would be grateful for any advice on how to remove this.
