sometimes rendering hides trouble it could be the cause of your damp problems it might be a simple case of cutting out a couple of bricks
remember when a house is valued having render on the walls people get suspicious what's it hiding have you thought about taking off?

try flushing another toilet if the water level in the pan doesn't move
venting isn't the problem if it does then it is

All ,loft conversions are now considred to be 3 storey buildings and teated as such regarding fire escape

confusing the issue here, top of stairs isn't a room, planning permissiion depends - is it overlookng neighbours? Is it front or rear?

when this happens it's normally down to damp and freezing
the mortar and brick with too much cement in mix expand and blow
cut out the damaged brick and mortar replace and repoint using right mix
brickwork has, to breath it's all down to the wrong mix use the right additive 'admix'

when you close a rad valve or any other always turn it back a bit to stop it locking

all loft coversiions do need regulation approval
your neighbour should've already done this
if they haven't .he won't sell it

has the slab got steel mesh in if so, it's too near to the surface,mesh shouldbe at least 25mm below
if not then maybe some metal like nails were dropped when laying the slab it's rust

you'r right about the render, the floor has the same problem many people had asphalt laid over existing floors without taking out what's under sometimes it
was stone flags you sell on to cover the cost

if you posted more details perhaps i may be able to help, remember you're
probably only going do this once so think about maximising the project
i've got plans and a project management spreadsheet for period terraced rebuild
