For me, I would go with the warm roof. it has no thermal bridging. It's breathable so there is no moisture build up which could lead to mould. They are simply insulated more efficiently than cold roofs because of the way they are formed. they are also cheaper to install.

If you want to use a wool type insulation, then use Rockwool. Its waterproof and insects hate it. Using a netting is a good idea to stop the insulation from falling, but mice etc. might like that so might be a good idea to use some timber laths also just in case. That is definitely and issue for sure. Water can easily get in under that ridge cap and if there is any break in the felt underneath you will get water ingress. you also run the risk of water pooling in low spots on the felt if there are any.

It's good that you can see the DPM as that means your floor is watertight and that the DPM is under the floor. You should use a proper DPC membrane for anything that touches the concrete or block. If there is damp you should remove all of it and let the wall dry out over a number of days. Then when the wall is completely dry you can go about finishing it with whatever finish you wish. Also, make sure the seal is replaced and working correctly before you try to finish the wall.
