Not really a fan od sandtex, i preffer a good weatherseal dulux or crown. You would be best to use some lime and cement or what ever was used do give the proper texture, then a thinned coat of what ever paint you are applying followed by 2 full coats should be enough.

Try another coat. if its a cheap matt it will be see through, and if its in a bathroom it wont last very long. Use a durable matt for bathrooms.

It would all depend on what kind of paint he used tho. if the Murial was oil based and had a clear coat then possibly but i doubt it would be perfect when stripping 10year down the line.

Thistle is the main one dont know any other plasterer that uses anything different unless you are just using a filler like fast set. made by gyproc.

Bond out the wall and wait till its dry and 2 coat with multi finish.

What was used to draw it? You could either glaze the wall and line in, or drastically 2x2 the wall and sheet it with gyproc, Kind of like a partition wall.

Tiles should NOT be painted. Most paints well all paints wont take a proper bond to ceramic as its a non porous surface and there is nothing for the paint to bite to. But if its a simple cheap fix just re paint it will still scratch off no matter what you choose to do.

Probably just normal new build cracks. Normally when houses are built they are cold and damp when taped and decorated, but when a tenant moves in the heating expands all the materials causing them to move apart. Like settlement cracks. Round the skirting and facings cut away the old caulk and re-do....

Yes all council houses have these removed when they become vacant. If you want cove thats light and easy to use i recommend super cove from BnQ and if you cand do the miters get the fitted corners pre cut things.

Have you got any pic of the floor. I am trying to paint a pic here of what you have said but i dont know wither its the tiling thats off or the extension. The tiler can only go on what is infront of him. Are the tiles stepping up or are they level? The floor should have been ply'd and then screeded ...

Try a ready mix adhesive which is used for heavy duty wide vinyl. Or some slightly thinned pva and paste. paste the paper 1st and leave it to soften and stretch 1st before sticking back.

If its back to lathe then i would re-sheet the wall, Too much work in skimming as its too deep, would need bonded out 1st then 2 coats multi_finish.
